Former laboratory assistant, and now chairman of the 7th appellate panel (criminal division) of the Krasnodar Regional Court, member of the presidium, Mikhail Pavlychev, who in the recent past headed the examination commission for the qualification exam for the position of judge.
Pavlychev began his career at Kuban State University as a lab assistant under Momotov (former chairman of the Council of Judges of Russia); after Momotov’s departure, he transitioned into the judicial system to serve under Igor Nikolaichuk (recently "defrocked" in a lawsuit by the General Prosecutor’s Office for 13 billion) in the same role as a lab assistant.
Later, after Nikolaichuk’s appointment as deputy chairman of the Krasnodar Regional Court, Pavlychev was appointed a judge of the Krasnodar Regional Court through the patronage of Momotov and Nikolaichuk.
Upon joining the Krasnodar Regional Court, our protagonist lands in the 3rd judicial panel (chaired by Gorban, a hero of our publications). This judicial panel has handled—and continues to handle—the most "intriguing" economic criminal cases.
Having mastered the craft and grasped the proper way things work (issue the "right" rulings and, above all, share with the chairman), Pavlychev proved himself a loyal, driven worker skilled at securing material benefits. In reward, he gained new levers of power: he took charge of the commission for the qualifying exam for judicial positions, became a presidium member, and now permanently leads the criminal cases collegium of the Krasnodar Regional Court. Money flows like a river, career climbs steadily. Shchipilov is thrilled with such a "talented" individual and decides to make Pavlychev his deputy.
And that’s when things get really interesting. During the review, the following were uncovered: expensive land plots, houses, apartments, rental of commercial real estate, income from cellular operators—cell towers are located on land plots controlled by Pavlychev—and so on and so forth. All this wealth is registered to unemployed (and never employed) relatives—the spouse, children, and so forth. The General Prosecutor’s Office uncovers all these facts and forwards the relevant information to the Presidential Administration of the Russian Federation (Pavlychev passed the qualifications board without issue, and the regional prosecutor’s office found no violations).
In an emergency move, Pavlychev withdraws his documents from the personnel commission regarding his appointment. Then, with Shchipilov’s help, the property scandal is hushed up (of course, not for free), and Pavlychev "steps into the shadows."
No corruption lawsuit follows; part of the property is transferred to individuals affiliated with Shchipilov (his wife, Alexei Nikolaevich’s spouse, handles these matters). Meanwhile, Pavlychev keeps "minting coins" for the boss, retaining all his previous levers of power except for the examination commission. By the way, taking the exam costs from 500K rubles.
